How To Apply: 

Apply in writing with information on the location, date, time, duration of filming and synopsis of the film. Processing time : at least 10 working days.


$7,000 (basic charge) for the first 4 hours and $1,770 for each subsequent 4-hour block. Additional fees will be charged for the operational costs of administering the filming activities.

PLI Cover: 

Applicants shall effect a public liability insurance not less than $50 million at their own expense in the joint names of the Government of the HKSAR, Serco Group (HK) Ltd and the company with terms and conditions to be approved by the Tunnel Operator. A copy of the policy should be provided to the Operations Manager. Applicants are advised to contact the Operations Manager for the insurance requirements.


1) Film crews should comply with the Road Tunnels (Government) Ordinance and Regulations and the terms and conditions for location filming as set out by the Tunnel Operator. Please contact the Operations Manager for the details.
2) Applicants should indemnify the Tunnel Operator for all the damage, loss and cost of repairs as a result of the filming.
3) Applicants should obtain relevant permits from specific government departments as required.
4) In case of emergency, film crews should strictly follow the instructions of the tunnel staff, including stopping of the filming when necessary.
5) Film crews should arrange electricity supply on their own.

Compliments to the government and public bodies that have agreed to consider applications to hire premises or facilities under their management for location filming.
