How To Apply: 

Call before sending in the application form with information on the location, date, time, nature of activities, synopsis of the film, description of the scenes, props set to be used, size of the crew and cast, equipment list and a copy of the public liability insurance cover.
Processing time : 7 working days for simple/straightforward cases and payment by cash. 10 or more working days for filming at the hiring units of performing venues, and complicated cases such as those involving consultation with relevant government departments/ property owners etc., and/or payment by cheque.


*Non-hiring units*
$7,000 (basic charge) for the first 4 hours and $1,770 for each subsequent 4-hour block
*Indoor hiring units*
$8,860 for the first 4 hours and $2,300 for each subsequent hour
(Additional rental charges should be paid for filming in hiring units, contact the person-in-charge for details.)
If extra government personnel is required to assist in the filming, the actual cost plus overheads will be charged.
All fees and a refundable deposit equal to the fees payable are to be paid before filming.

PLI Cover: 

Applicants shall effect a public liability insurance in the sum of $6.5 million to $30 million (depending on the risk level) in the joint names of the Government of the HKSAR and the company at their own expense, with terms and conditions to be approved by the Department.


1) Filming of the following scenes is strictly prohibited :
- lighting of fire or the use of fireworks or explosive materials; and
- vehicle chasing/rallying, including motorcycle and bicycle.
2) The name of the property shall not be identified unless prior permission is sought.
3) The nature of the film shall not cause any embarrassment to the HKSAR Government, the Leisure and Cultural Services Department or any of the occupants of the property. Nor shall it contain any immoral, illegal, defamatory or political material.
4) There shall not be any close-up shots of individual spectators.

Compliments to the government and public bodies that have agreed to consider applications to hire premises or facilities under their management for location filming.
